A few things: Increase the ammo capacity of the pistol by like 2-4 shots Make the spartan laser have a longer recharge time. In invasion the weapons you can pickup should not ever spawn back. Give the elites in invasion a weapon stash in their spawn. Give the elites in invasion one of those shields that prevent you from going past when its red where they spawn in the beggining because of spawn killers who go behind you in the Abyss.

Stealth needs to be upgraded. Also I have all the "stealth" armor but I haven't noticed any improvement. If armor doesn't do what the descriptions say, it should.
Stealth is my favorite armor perk to use, but it is pretty weak. Even when you stay perfectly still, crouch, across the map people will see you still and start shooting you which pops you out of stealth. >.<
Also radar jam shouldn't effect your own radar, and if you are radar jamming(using stealth) other peoples radar jams shouldn't effect you either.
You should be more invisible, and it should be the same amount of invisibility no matter how fast you are moving, it already drains faster, it doesn't need to be less effective as well.
And personally because its my favorite perk I think that when you are shooting or getting shot it shouldn't get rid of invisibility, but that is probably a little rigged.

I know i keep posting but i forgot my biggest hatred in this game. Slow the jet pack down and give it a little less fuel. It's hard to shoot them when they fly at 100 mph through the air with a sentinel beam or whatever it's called in reach

Add more assassination scenes (like snapping someones neck or kicking them in the back of the legs and shooting them executioner style) and also speed up some of these scenes too.

i think the rank just need change into halo 3 because most people like have skill and quick but it would be add more grape on each rank.

Strengthen the energy sword. What's the point of a power weapon that can be meleed away. In reach, the energy sword can't even be compared to the close quarters damage that a shotgun or gravity hammer produces. There is a much bigger chance of failure with the energy sword than with the other 2 primary close combat power weapons.
Spawns for One Flag CTF on Swordbase. The way the powerweapons are layed out, for the most part, defending team can control every power weapon except the energy sword within the first ten seconds of the game. With the capturing team spawning one level above the flag, they can rush to it within a few seconds. This gametype is more chaotic than team objective games usually are in Halo multiplayer.
Return time for flag in CTF. 15 seconds, when contested? And you need to pick it up to be considered contested? Please extend the contested time on the flag in this gametype. At least allow sudden death to continue until the final flag carrier drops the flag.
